How does someone report a business that has NOT delivered a product and will NOT answer e-mail,phone nothing?

Ultimatedvdshops.com is a complete and total RIPOFF. I HIGHLY suggest you not do business with this company. They have NOT delivered a product ,will not return calls from there voice mail,e-mail or there live chat help service. How can this be reported so no one else gets scammed?
