Depends on what country you are in, what State, and what city.
The city may require a license, your state might, or the country you want to sell your products or services to might want a license.
Want to play it safe? Go ask the better business bureau where you will be operating your business. If you can’t find a better business bureau, ask a local lawyer.

Almost all state do not require a license to operate an online business such as an ecard business. They mostly license brick and mortar stores or those that you see in Main Street
At most, you will need to register your business at your county/city clerk office.
Also if you will use a business name other than your given name (e.g. Smith’s eCard Business), then you will need to file a DBA or doing business as or assumed name
Check with your local city/county clerk’s office to find out what you need to start a business. Your Secretary of State or the official state website (e.g. Alabama.gov) often contains information on how to start a business in your state
